WNC Health Network is a regional nonprofit dedicated to improving community health and well-being across western North Carolina. We partner with local and regional organizations, coalitions, and health systems to strengthen their ability to assess, plan, implement, and evaluate meaningful community health improvement efforts.

Meron Abebe is the Operations Manager & Improvement Specialist at WNC Health Network, where she supports hospitals, public health agencies, and nonprofit organizations in designing, implementing, and evaluating programs that improve community health. She specializes in evidence-based evaluation frameworks, qualitative data gathering and analysis, and translating findings into actionable strategies.
Meron provides consultation, training, and coaching to strengthen organizational capacity for continuous learning and improvement. Her career spans diverse healthcare settings, including a major metropolitan hospital, a federally qualified health center, a hospice facility, and nonprofit organizations, giving her a broad perspective on program delivery and evaluation.
She holds dual master’s degrees in Healthcare Management and Business Administration from Marymount University and is completing her Master of Public Health in Health Policy at the University of California, Berkeley.

A team from WNC Health Network, including Jo Bradley and Meron Abebe, reviewed and refined survey tools, identified program performance measures, and aligned and prioritized these measures with population-level indicators. A team from WNC Health Network, including Jo Bradley and Meron Abebe, worked with Vecinos leadership to compile an inventory of existing performance measures, facilitate meetings to review and brainstorm new measures, and identify and prioritize metrics for future development. The team provided technical assistance and project support to ensure Vecinos had both a clear inventory of current measures and a focused list of additional measures to strengthen evaluation capacity over time.

A team from WNC Health Network, including Jo Bradley and Meron Abebe, partnered with the Blue Ridge Partnership for Children to review current strategy activities and measures and facilitate evaluation workgroup meetings using the Results-Based Accountability® (RBA) framework. The team guided members through the initial steps of the “turn-the-curve” decision-making process to create an evaluation plan, provided coaching on developing and prioritizing performance measures and a data development agenda, and supported the program manager in applying the RBA framework through ongoing improvement cycles. The work concluded with the creation of an evaluation plan, tailored to the organization’s needs and tools.
